Prepare the filling by combining ground beef, garlic, ginger, scallions, chicken broth, soy sauce, sesame oil, white pepper, salt, and sugar.

Spread water around the edge of a gyoza wrapper, add about a teaspoon of the filling, fold it over, and crease it shut.

Add some hot oil to a pan and shallow fry the bottom of the gyoza until crispy.

Add some water to the pan and steam the gyoza for a few minutes.
